Clayton Fredericks' horse "Boundalong" put down

25 June 2003

We have just received the sad news that Clayton Fredericks' horse Boundalong had to be put down after an accident. The horse was struck by a car whilst hacking on the road.

This is a great loss to the UK-based rider who said:"Boundalong was an amazing horse that only ever had 1 cross-country penalty in his whole career. He had a huge heart and always tried his best. He will e remembered by me always as my first ride around Badminton."

Boundalong was on the National A-Squad and was owned by Edwin and Peta McAuley.

Governance Review "Roadshow" now completed

24 June 2003

Russ Withers and Franz Venhaus have now had meetings in all Branches. Boards and other interested stakeholders welcomed the opportunity to find out more about the proposed reforms and to have their views considered.

We are now awating further input from Branches and the general membership to the Review Committee. The Committee will convene late July to prepare its final recommendations to the Board, which will meet 11 August. The seven shareholders of the Federation (the Branches) will then be asked to endorse the changes so that a new constitution can be drawn up and passed at the AGM in November.

Change to Australian Dressage Team for Hickstead Olympic Qualifier

17 June 2003

Queensland rider Ricky MacMillan has been forced to withdraw from the Australian team for the European Dressage Championships to be held at Hickstead (GBR) in August.

Dr MacMillan advised the EFA earlier today that she was withdrawing on veterinary advice.

She said that her horse Crisp required several weeks' rest following an injury yesterday to a splint bone on one of his forelegs.

Dr MacMillan said that while the injury was not serious in the long term, it was not possible for her to continue her training program for Hickstead.

"I wish the team the very best of luck," she said.

NSW rider Heath Ryan, who was first reserve for the team, has accepted an invitation to join the team with GV Stirling Stilton.

Dressage Selectors name Team for Hickstead Olympic Qualifier

10 June 2003

Dressage Selectors today determined the following team to compete for Australia's Olympic qualification at the Open European Dressage Championships:

  • Ricky MacMillan with Crisp
  • Mary Hanna with Limbo
  • Kristy Oatley-Nist with Rosemount Don Bolero, and
  • Emma Youngman with Rasputin 441.

Reserves:

  • Heath Ryan with GV Stirling Stilton
  • Sue Hearn with Manhattan are the reserves.

The Olympic Qualifying event (Grand Prix B test) will be held on 14 & 15 August 2003. For more information on the event, please visit www.dressageathickstead.com.

Jumping Team selected for FEI Olympic Qualifier at Aachen

09 June 2003

After an EFA selection trial in Europe, the following riders will participate at this week's (12 -15 June) FEI Selection event at Aachen, to qualify Australia for team participation at the Athens 2004 Olympic Games:

  • David Dobson (Siracusa Karajane)
  • Rory Hovell (Quelle Damme Van de Heffinck)
  • James Paterson-Robinson (Sydney)
  • Vicki Roycroft (Mohicano)
  • RESERVE HORSE: Noblewood Park Collins.

The actual qualifying event will be conducted in the afternoon of Sunday, 15 June 2003, with two rounds and one jump-off (Table A, Art. 273.3.2).

Each team may take part with three to four riders. The scores of the best three riders in each team in rounds one and two and possibly the jump-off count.

There will be a jump-off in case of a tie on penalties for any team or individual placing following the second round. Teams take part in the jump-off with all four riders.

The NFs of the three best placed teams and the five individuals qualify to take part at the 2004 Olympic Games.

The best two individual riders from the Qualification event will gain entry to the medium tour of the Aachen CSIO 17-22nd June.

We wish our team well and hope that Australia will have a team participation at Athens.

Governance Review of the Equestrian Federation

29 May 2003

A report released today recommends sweeping changes to the structure of the National Board and the functioning of the Federation. This includes a move from the "representative" nature of the current Board to a Board that is skills-based and appointed by the AGM of shareholders (the Branches) from nominations made by the general membership. The report also proposes a Shareholders' Agreement that would encourage a national focus to the development of the sport and harmonisation of systems and practices around the country.

Members can download a PDF file (536KB - so be patient) containing the recommendations of the Governance Review Committee and the full report of the Consultant. The documents add up to some 80 pages (after appendices were removed) but should make rather interesting reading for anyone interested in how this Federation should be "governed".

CopRice Feeds sponsors Dressage in Australia

The Equestrian Federation of Australia is pleased to announce that CopRice Feeds has agreed to provide sponsorship package over three years, involving World Cup Dressage qualifying competitions (CDI-Ws) around Australia.

“This is a very positive step for Dressage in Australia,” said Deborah MacNicol, chair of the National Dressage Committee. “The CopRice sponsorship supports the organisation of a number of our best Dressage events that make the sport more attractive to the general public. We are certain the deal will give CopRice Feeds the exposure that they are looking for.”

IOC decides to retain Eventing in the Olympic Program for Beijing 2008

21 February 2003

The IOC Executive Board has taken a series of decisions on the disciplines and events on the programme of the Olympic Games in 2008. These decisions were taken after consultation with the International Federations for which the Programme Commission had recommended either excluding disciplines or changing certain events.

"The Executive Board has decided to maintain the three-day event for the Games of the XXIX Olympiad in Beijing, on condition that it is organised under the new format proposed by the FEI. The Executive Board accepted this new format for the Games of the XXVIII Olympiad in Athens at its last meeting."

“This is great news for Equestrian,” the President of the Equestrian Federation of Australia, Mr. Russ Withers, commented. “It retains Eventing as an Olympic Sport. Eventing has, of course, been our strongest Olympic discipline, with four Team Gold medals, three of them consecutively in the last three Olympic Games.”

The new CIC, or International One-Day format, shortens the cross-country course and removes the two “roads and tracks” phases and the steeplechase from the cross-country day. It retains a Dressage test, a Cross-Country test and a Jumping test, with the top 25 riders and horses progressing to a second Jumping test to decide the Individual medals.

In another development, the IOC appointed Mr. Gilbert Felli, IOC Director of Sports, to the newly created position of Olympic Games Executive Director.

“The appointment of an Executive Director was decided upon by the IOC following the recommendations of audits conducted within the organisation last year, which highlighted the increasing importance of all the IOC's Olympic Games-related tasks and missions. In taking up this new role, Mr Felli will be responsible for the running, coordination and follow-up of all Olympic Games activities, from the candidature phase to the actual holding of the Olympic Games. “

“We welcome Mr. Felli’s appointment to this position,” the EFA CEO and former SOCOG Equestrian Manager Franz Venhaus said. “Mr. Felli has an excellent understanding of our sport and the additional issues which the presence of a “second athlete”, the horse, creates. Gilbert was great to work with in the lead-up to the Sydney 2000 Olympic Games.”

FEI Registration of Eventing Riders and Horses

INTRODUCTION
Within the framework of the Eventing Safety programme, the FEI has developed an Eventing database to enable all parties involved to closely monitor the sport and provide fast and reliable information on the qualification of competitors. Clear identification of the competitors and their horses is required for the accuracy and consistency of the database.

Therefore, a mandatory registration of all riders and horses competing in FEI Eventing competitions has been introduced in the 2003 FEI Rules for Eventing, Articles 511.1 and 511.2 . Lists of currently registered horses and riders can be viewed on the FEI Web Site or can be obtained from the National Office.

WHO IS CONCERNED
As of 1 January 2003, all horses and riders need to be registered with the FEI before competing at any level of International Eventing Competitions regardless of whether they already hold an FEI passport and/or have already competed at international level. Horses and riders not registered will not be allowed to enter an FEI Eventing competition.

VALIDITY OF THE REGISTRATION
The FEI Eventing registration is valid for one calendar year (from 1 January to 31 December). The registration can be made at any time of the year. There is a charge of $20 per rider and $20 per horse, collected by the EFA to pay for FEI registration charges and costs.

HOW DOES THIS AFFECT YOU AS A RIDER OR OWNER?
Because of the timing of this new measure and the lengthy debate regarding a system of charge-back to riders and horse owners, the National Office could not ask event organisers to incorporate implementation details in the schedules issued by Wandin and Albury-Wodonga. The organisers of the Sydney CCI have decided to impose a $20 levy on participants for each entry.

EFA National Office has now asked organisers of CIs to include in their entry schedules a form which riders who are not as yet registered, and owners of horses which are not as yet registered, must complete the registration form and send it with their fee payment to the EFA National Office at least two weeks before the start of the event. For the Wandin and Albury-Wodonga events in March 2003 and for the Sydney CCI in April 2003, all riders are asked to complete the form and return it promptly to the National Office. Although we will have registered riders and horses based on entry lists supplied by the organisers, the payment still needs to be made by riders and owners. Your cooperation is essential and is appreciated.

Please note that if you or your horse(s) are not registered, you cannot compete in an International event. Please assist by completing the form and paying for your registration.

Joanne Fowler to Chair National Dressage Selectors

Following the resignation this week of Susie Hoevenaars as Chair of the National Dressage Selectors, Joanne Fowler will head the panel for the remainder of its term. The vacancy created by Mrs. Hoevenaars’ resignation will not be filled.

Joanne Fowler, who hails from Western Australia, has been an active rider up to Grand Prix level. She has been an A-level judge for the last seven years and been a member of State and National committees on various occasions. Joanne is a journalist and runs her own public relations company.

Selectors are appointed after each Olympic Games for a period of four years. The current panel comprises:

Clemens Dierks to retire as National Dressage Coach

14 January 2003

Australia's National Dressage Coach, Clemens Dierks, today advised the Federation that he would retire from his position at the conclusion of the Sydney CDI*** - International Dressage Event on 10 May 2003. He will concentrate on private tuition, which takes him around Australia and frequently to New Zealand where he has a strong following.

Clemens was appointed National Coach 13 years ago. He has worked for the development of Dressage in Australia for the last 25 years. Highlights of his career were Mary Hanna's great achievement at the 1996 Atlanta Games and the excellent Team effort at the 2000 Sydney Olympic Games that pushed Australia into sixth place.

Almost every FEI-level rider in Australia has at some stage trained with Clemens or with his students.

EFA High Performance Manager Gareth McKeen said: "It is sad to lose a National Coach after so many years of service. Clemens has certainly made an impact on Australian Dressage. We are, however, re-evaluating the position of National Dressage Coach and how we manage coaching for elite squads and for teams at Games. So in the meantime, no replacement to the position will be appointed."

The Federation would like to thank Clemens Dierks for his work as National Coach and his contribution to Australian Dressage.

Wendy Schaeffer joins fellow Gold Medallist in
Sport Australia Hall of Fame

05 December 2002

South Australian Gold Medal Eventing rider Wendy Schaeffer joined fellow Atlanta Olympians Andrew Hoy, Phillip Dutton and Gill Rolton in the Hall of Fame. Wendy was part of the Gold Medal winning Australian Team at Atlanta 1996where she would have won the Individual Gold but for a change of rules before Atlanta. Wendy’s most recent success is a win in the Mitsubishi Adelaide International Horse Trials CCI**** competition, the only 4-star Three-Day Event in the Southern Hemisphere.

The glamorous induction ceremony took place at the Crown Palladium Ballroom in Melbourne. As part of The Sport Australia Hall of Fame objective to preserve and promote Australia’s sporting heritage and traditions, this year also saw the introduction of an Award for Teams that have made a significant contribution to Australian Sport. Among the initial 14 teams recognised was the Rome 1960 Olympic Games Three-Day Event Equestrian Team. Bill Roycroft was the only representative able to attend the occasion.

Other equestrian personalities present at this year’s ceremony were dual Gold Medallist Phil Dutton who was inducted last year but received the award in person tonight, triple Gold medallist Andrew Hoy, and dual Gold Medallist Gill Rolton. They were joined by Associate Hall of Fame Members Wayne Roycroft (Coach) and Denis Goulding (Team Vet) and family and friends of the inductees.


EFA President Russ Withers who was also in attendance remarked: "This is a wonderful recognition of Equestrian sport and its international successes. The sport has been moving forward for the last 40 years. I am sure that the contributions that all of the Hall of Fame members have made, will continue to have an impact on our competitive performance."

Insurance - Summary of current situation, including helmets/hard hats

This is a note to summarise the current insurance situation, particularly in respect to the wearing helmets/hard hats while on horseback.

Lack of Insurers Willing to Underwrite Higher Risk Sports

Earlier this year, the EFA through its brokers Marsh Pty Ltd commenced the process of obtaining quotes for insurances due 30 September 2002. Public liability insurance for clubs and coaches was one of them. What we found was that the number of willing to offer PL insurance to higher-risk sports diminished as time went by. The Board was in the end faced with a choice to two "offers": one that we could not afford (and which offered half the level of cover that we have now), and the current arrangement.

Further Negotiations with the Insurer

There were various conditions and exclusions that required further negotiation and clarification. In some cases, we were successful, in others we were not. For example, we had the excess amounts substantially reduced, maintained "day insurance" arrangements for club days and also negotiated a premium better than the one originally offered. We also obtained a more acceptable definition of the footwear to be worn while riding.

On the other hand, we were not successful getting similar concessions for protective headwear. Marsh made several attempts and did not get any further. We finally had a teleconference with Marsh and the insurer in which I explained the history of the sport, its disciplines, the extensive worldwide system of rules and the sport's own safety committees and safety reviews. I explained the safe and controlled conditions in which Dressage riders and Vaulters performed, the training that horses, riders and vaulters received and also pointed to worldwide practices and the apparent good claims history of the sport. All to no avail.

The Insurer's Point of View

The insurer sees the wearing of helmets as a risk management issue. There are many studies that show the effect of falling from a height and the reduction in injuries if a helmet is worn. The horse is an unpredictable animal whose actions and reactions can be caused by a variety of factors outside the control of the rider or lunger. Most importantly, if the sport was so sure that there was no risk, why did it not take on the risk itself? It would not need insurance for these particular circumstances if there was no risk!

Other Investigations

A number of people, some with high-level legal backgrounds, went on to investigate other options that might allow the EFA/Clubs/Organising Committees to take on such a risk and permit, for example, FEI riders to wear a top hat instead of a helmet. Various versions of specific disclaimers were produced and debated. In the end, with the assistance of the NSW Dressage Council and the EFA (NSW), we obtained formal advice from a Senior Counsel in NSW on the effectiveness of such a disclaimer and the general exposure of an organiser to law suits for negligence.
 
Unfortunately, the advice was that in the current legal context, no organising committee could afford to take on the risk of allowing riders to ride without a helmet/hard hat, regardless of any disclaimer and no matter how specific such disclaimer was.

Conclusion

The reform of public liability and related legislation that is currently under way, may or may not change this situation. What we are faced with now is very clear, however: Anyone on horseback at events organised by the EFA and its affiliated (and insured) clubs and associations will need to wear a helmet/hard hat. No organising committee can afford to take the risk and do otherwise.

Some time ago, the Federation defined the standard of such helmet for Jumping and Eventing. The same definition can be applied to the other riding disciplines. All disciplines already have provisions allowing the wearing of safety headgear.
In Dressage, rules are being changed to allow the wearing of short coats (with helmets) at FEI level. Vaulting faces a series of other challenges depending on the type and level of class. Vaulting officials are searching for headgear that will allow safe performance and provide adequate protection. Rules already allow the wearing of ventilated bicycle helmets.

One Last Word

And what is all this talk about what happens overseas? Can we validly compare our situation with that of other countries? Can we just stop thinking when we see riders overseas in top hats or bowlers say: "They can. Why can't we?"
Australia is the most litigious country overall in the world. Two weeks ago, I had visitors from Germany including one Scot who has been working for a German bank. They just could not believe the level of public liability litigation and the culture of "blame" they happened to come across here in their brief 3-month stay. This may have to do with attitudes or an unwillingness to take responsibility or it may arise from a social security and insurance system that does not protect the injured properly, thus forcing people to look for other avenues. There may be other reasons. The fact is that we have this unfortunate situation and that insurers are reacting to it by limiting cover, raising excess level and reducing their risk in other ways.

So let's accept and learn to live with the new situation. There is a chance that things will get better and that we can return to our tried practices and "traditions". In the meantime, let's also keep working to improve the law and how justice is handed out. Speak with your State and Federal Members of Parliament. Let's find a way!

17th Maccabiah Games will include Equestrian

The Israeli Equestrina Federation has sent us the following news and request:
The 17th Maccabiah Games will be in the (Northern Hemisphere) summer of 2005 in Israel, and for the first time ever the Israeli Equestrian Federation is willing to bring equestrian into the Games. The Organizing Committee ruled out that only by having participants from 4 countries, they will continue to deal with our request to put equestrian in the Games.
 
Therefore, I ask you to send me names and records of Jewish riders within your NF's, and I will contact them personally. The Maccabiah Games were established in 1932 in Israel, and since 1961 the IOC recognizes them as one of the Regional Games with the Olympic Patronage.
