Base Registrations for horses jumping 1.04m and below at official participation events

There has been a change made to the Equestrian Australia General Regulations (HERE) in relation to Base Horse Registrations for Jumping horses competing in Official Participation events at 1.04m and below.

Effective from 1st July 2023 it will be mandatory for horses competing in the discipline of Jumping in Official Participation Events at 1.04m and below to have a minimum of Base Horse Registration. Base Horse Registrations are valid for life, and will only require upgrading to Full Registration if jumping 1.05m and above in Official Competitive events. By bringing this registration process forward we are aligned to the National EA Strategy in taking a lead on horse welfare matters.

Whilst the rule is effective from 1st July 2023, Equestrian Australia will provide an implementation period to 1 January 2024 to allow for the administration of this rule to occur.

The EA Jumping Committee (EAJC) consider this to be an important step to improve horse welfare in the sport including care of young horses, biosecurity, and horse traceability.

It will not be mandatory for horses participating in Closed Restricted Club Activities to have a minimum Base Horse Registration, however the EAJC highly recommend that they are.

FAQs

1) Why do I need to become a member now when I never have before?
There is no additional requirement for people to become members with EA, it has always been a requirement of Official Competitive and Participation Events that riders have at least a Participant Membership. If riders are competing in a Closed Restricted Club event they are not required to have an EA Membership or a Base Registration for their horse.

2) Do I need a Competition Licence with my Base Registration?
No, Competition Licences are still only required when competing at official competitions at 1.05m or higher.

3) I am the owner of the horse but not the rider, do I need to have a Participant Level of membership to Base Register my horse?
No, a Supporter membership is sufficient for Base Registrations, however the rider still needs to have a Participant or Competitor Membership to ride in Official Competitions.

4) I have an event in a few days time and haven't got a base registration for my horse - what do I do about that? There is a 3 month grace period to give you time to complete the registration. After this time riders will not have entries accepted for events.
