FEI General Assembly Report

Below are the updates from the FEI General Assembly conducted on 19 November 2019. You can view the FEI blog of the event found HERE and watch the replay of the live stream HERE.

FEI Statutes

  • National Federations (NFs) approved the amendments to the FEI Statutes: including a provision that will the Chair of the Medical, Para Equestrian and Vaulting committees became full voting members of the FEI Board after elections at next year’s General Assembly.

FEI Membership and Affiliations

  • Three new members to the FEI; Bahamas (regional Group IV), Mongolia (Regional Group VIII) and Ivory Coast (Regional Group IX).
  • GA approved the switch of the Equestrian Federations of Ukraine from FEI Regional Group III to the EEF Regional Group.
  • The National Federation of Brunei (BRU) has been suspended for non-payments of dues.

Modifications to the FEI General Regulations

  • There was a standalone vote on the implementation of the new provision on mandatory protective headgear requirement, (with) delegates voting strongly in favour of implementation on 1 January 2021.

FEI Veterinary Matters

  • The General Assembly unanimously approved all modifications to the Veterinary Regulations.

FEI, Chair of Vet. Comm, Jenny Hall’s statement read to the GA in her Report

“Hendra Virus - The Veterinary Committee and Veterinary Department has gathered information on the current situation in Australia regarding Hendra Virus. Hendra Virus is a rare zoonosis that has caused severe and fatal disease in both infected horses and humans. Considerable work has been done in Australia to develop and implement biosecurity protocols to mitigate risk. In order to ensure compliance with FEI Veterinary regulations, treating veterinaries at FEI Events in Australia must be licensed to practice in Australia. Currently there is no requirement for horses to be vaccinated against Hendra Virus to attend FEI Events. The FEI Veterinary Committee has unanimously agreed not to propose the introduction of mandatory Hendra vaccination”.

FEI Jumping

  • The General Assembly unanimously approved all modifications to the Jumping Rules.

FEI Dressage

  • The General Assembly unanimously approved all modifications to the Dressage Rules.
  • EA has submitted the current EA National Measuring Rules to the FEI for approval for CDI-P events.

FEI Para Dressage

  • The General Assembly unanimously approved all modifications to the Para Dressage Rules and the FEI Para Classification Rules.
  • The 2020 Para Dressage Rule can be found HERE.

FEI Eventing

  • The General Assembly unanimously approved all modifications to the Eventing Rules.
  • The 2020 Eventing Rule can be found HERE.

FEI Driving & Para Driving

  • The General Assembly unanimously approved all modifications to the Driving & Para Driving Rules.

FEI Vaulting

  • The General Assembly unanimously approved all modifications to the Vaulting Rules.
  • The 2020 FEI Vaulting Rules can be found HERE.

FEI Endurance

  • 2020 FEI Endurance rule are available HERE.
  • Implementation of New FEI Endurance Rules
  • The 2019 FEI General Assembly voted to give a mandate to the FEI Board to decide:

(i) which provisions will take effect on 1 January 2020;

(ii) which provisions will be implemented on 1 July 2020; and

(iii) the final wording of the transitional provisions.

  • Note: The FEI will issue a communication by Monday, 16 December 2019 to inform NFs and other stakeholders of the FEI Board’s decision and to explain the transitional arrangements that will apply until 1 July 2020 when the new Endurance Rules will come into force in full.

FEI Reining

  • The vote was to retain Reining as a FEI Discipline which was passed unanimously.
  • The formal Agreement with the National Reining Horse Association (NRHA) will be signed by the FEI. Key performance indicators have been in place for the next four years aimed at growing participation in the discipline. An outline of these can be found HERE

FEI Clean Sport

  • The General Assembly unanimously approved all modifications to the Equine Anti-Doping & Controlled Medication Regulations (EADCMR).
