Government post-entry quarantine fee increases for horse imports - Update
The Department of Agriculture, Fisheries and Forestry (DAFF) has advised that there will be an increase to the fees for the post-entry quarantine of imported horses in government facilities. This fee increase is expected to come into effect during February 2013 with the exact implementation date to be confirmed.
Purpose
The purpose of this notice is to notify users of a fee increase for post-entry quarantine of imported horses in government facilities. The rate of charge is being adjusted from $196.00 per horse per day to $262.00 per horse per day. The new fee takes effect for horses entering quarantine on or after 1 February 2013.
Background
DAFF conducted a review of expected costs associated with the horse import post entry quarantine arrangements from 2012-13 to 2014-15. The review found that the current rate of charge is insufficient to adequately fund biosecurity services. The new fee also ensures that DAFF is able to recoup under-recoveries incurred since fees were last adjusted in November 2009.
The Horse Industry Consultative Committee (HICC) and HICC Finance Sub-Committee were informed of the review and also of the need to adjust and implement the fee as soon as practicable. Both committees acknowledged the need to adjust the fee.
Implementation
The new rate of charge will apply to horses entering post entry quarantine on or after 1 February 2013, starting with the intake scheduled to commence 27 February 2013.
